When is open enrollment?

2. How will I complete open enrollment?
You will go to the website at https://www.mybenefitshub.com/region16 Your username will be
your ESC email address, and your password will be your last name plus the last 4 digits of your
social security number.
 
3. Who do I call if I have questions about my benefits or need help with open enrollment?
The call center for the ESC benefits HUB is available Monday-Thursday 8:00-5:30 and Friday
8:00-3:00.  The number to call is (866) 914-5202. You may also contact Franki Lee at x5063.
 
4. If I’m not making any changes to my benefits, do I have to re-enroll?
Yes. Current benefits will expire August 31, 2023, so you must re-enroll for the new year.
 
5. Will I receive new cards for my medical insurance this year?
 No, employees will not receive new cards this year unless you change plans or providers.
 
6. How do I change my PCP after Sept 1st if I decide to change doctors? 
You can visit www.bcbstx.com/trsactivecare to login the BAM portal and make the change there
however, if you make the change online the change will not be effective until the 1st day of the
following month. If you need the change to be effective sooner, you can call a PCG (Personal
Health Guide) at 866-355-5999.
 
7. What do I need to do if my spouse works for another district and I have a split-
premium? 
You must complete a new split application this year. Contact Franki Lee to request a new
application. Please keep in mind this need to be completed as soon as you complete your new
enrollment. 
 
8. Can I enroll in Hospital Indemnity Plan or the Accident Plan with either of the ESC’s
medical plans?
Yes, you can enroll in the Hospital plan even if you are not covered by Region’s medical plans. 
 
9. How do I sign up for a 403B or 457 Plan?
We have a new vendor this year. You can see the approved vendor list and enroll
at www.region10rams.org/enroll. Please contact Franki Lee if you have any questions.
 
10. How do I make changes to my insurance plans after open enrollment?
You are only allowed to make changes if you have a Qualified Life Event (QLE), such as
marriage, divorce, birth or adoption of a child, or job status change.
 
11. I was hired last month and just signed up for benefits as a new hire. Do I have to enroll
again for 2023-2024?
Yes
 
12. Do I need to enroll in the new MDLive Health and Behavorial Health plan that is
provided by Region 16?
Yes, you will need to enroll you and your dependents in the plan. You will also want to login and
make a profile for you and your dependents on the MDLive portal after the benefit becomes
effective September 1, 2023
13. What are the annual maximums for the Medical FSA and Dependent Care FSA?
The annual maximum for the Medical FSA is $3,050 and the Dependent Care FSA maximum is
$5,000 for a family or $2500 if filing separately. The minimum yearly contribution for the FSA
is $100.
 
14. I am enrolling in the ActiveCare High Deductible plan, will Region offer an HSA for
2022-2023?
Yes, Region 16 will offer an HSA account through EECU.  The annual contribution maximum
for 2022 is based on the coverage option you elect: Individual $3,850 or Family (Filing Jointly)
$7750
 
15. How do I receive my dental and vision cards?
For your vision card, you can visit https://portal.superiorvision.com/account/login/member. You
will need to create an account. The member ID is your social security number with no dashes.
For your dental card, you can come by Human Resources to pick up a card from Franki Lee.
16. Do we have a new prescription plan for 2023-2024?
 Yes, Express Scripts will be our new prescription plan.
17. Will I receive a new prescription card?
Yes, you can use your CVS Caremark prescription card through August 31, 2023. Express
Scripts will issue you a new ID Card that is effective September 1, 2023. If you don’t receive
your card, please call Express Scripts directly at 844-367-6108
