Multi-Tiered System of Supports (MTSS)

It may sound technical, but the idea is simple: MTSS is a proactive framework that ensures every student receives the individualized level of support they need to thrive.

Instead of being a single program or curriculum, MTSS is a way of organizing a system of supports, academic and non‑academic, so no student slips through the cracks. It shifts the approach from reactive to proactive identification of what a student needs. MTSS helps educators consider, “What does this student need to be successful?” and ensures the school is prepared to respond with the right level of support at the right time.

School is about far more than test scores. One of the defining features of MTSS is its commitment to supporting the whole child, their academic growth, their behavior, and their social‑emotional well‑being. Instead of looking at these areas separately, MTSS brings them together into one coordinated system of supports.

MTSS Targets ALL Areas

When schools consider all areas together, academic and non-academic, they gain a more complete understanding of each student’s needs. Student challenges are rarely caused by just one factor. A learner may fall behind in math because inconsistent attendance led to missed instruction, while another may act out in class due to frustration with reading or stressors outside of school. Looking at the whole picture helps educators identify what a student truly needs to be successful.

Effective MTSS integrates high‑quality Tier 1 classroom instruction with targeted academic interventions and extensions that occur throughout the school day. A dedicated intervention block, often referred to as Response to Intervention (RTI), is one structured time when students may receive individualized support, but it is not the only time support is provided. Schools use student data to guide instruction, adjust supports, and continuously monitor progress. The combination of strong core teaching, flexible supports throughout the day, and ongoing progress monitoring ensures that every student has an individualized pathway to support academic growth.
Structures that promote a positive, predictable school culture (often known as PBIS) help create an environment where students feel supported and know what to expect. Schools establish clear expectations for behavior, teach those expectations explicitly, and reinforce them consistently across all settings: classrooms, hallways, cafeterias, and buses. Predictable routines help students feel safe and confident. Proactive strategies, such as modeling, practicing, and acknowledging positive behavior, reduce disruptions and build strong relationships. Together, these practices create a school culture where students can thrive academically, socially, and emotionally.
Supports for mental health, emotional regulation, relationships, and attendance help ensure students feel safe, connected, and ready to learn by providing counseling, skill‑building opportunities, and coordinated partnerships with families and community agencies. Schools build students’ skills for managing emotions, solving problems, and forming healthy relationships with peers and adults. Mental health services, such as counseling, check‑ins, and small‑group support, offer students a trusted space to reflect and develop coping strategies. Attendance supports addressing barriers such as transportation, health needs, or family challenges, ensuring students are present and engaged.
